Job description

Overall Purpose

  • Lead the development of strategy, contribute to the strategic direction, leadership and management of Historic England and the successful delivery of our Strategy and Corporate Plan, placing emphasis on cross-departmental working and initiatives.
  • Promote and drive beneficial change across the organisation, as a member of the Executive Team and through leadership of Corporate Strategy and Business Improvement Group:
    • Lead, influence and motivate the Group to achieve challenging targets and deadlines whilst delivering quality projects to budget.
    • Lead reviews of business areas/departments which deliver recommendations and promote initiatives for the development of Historic England based on external benchmarking and comprehensive data analysis.
    • Work collaboratively and build relationships with internal stakeholders, managing their expectations to ensure ownership of the business objectives throughout the organisation.
  • Overall responsibility for ensuring that HE systems and processes deliver best public value, are efficient and fit for purpose.

Strategy, Planning and Performance Monitoring

  • Lead the development of the strategy by being the owner of strategy development and corporate planning, working collaboratively with ET colleagues on the strategy content.
  • Lead the development of other organisation-wide strategic approaches and provide ownership of the process of strategy development across HE.

 

Organisation Development

  • Lead and develop the strategic influence of Organisation Development, including the development of training interventions (informed by a skills audit) and a continual programme of process improvement.
  • Ensure that staff and the organisation are able and ready to receive, implement and sustain change initiatives critical to the organisation delivering benefits for heritage, stakeholders and the public.
  • Enhance the capability and adaptability of the organisation, including its responsiveness to innovation.

 

Programme Management

  • Lead the Programme Management function for HE, and act as Senior Responsible Officer (SRO) or joint SRO on key programmes across HE, continually developing the approach to programmes and projects for Historic England:
    • Create and develop our project management framework and processes in line with organisational priorities.
    • Provide a centre of expertise and best practice on project and programme management, developing the approach of a supportive Programme Management Office to ensure a consistent approach is followed across the organisation.
    • Act as SRO/joint SRO to some of Historic England’s major projects and programmes.
    • Lead Digital Strategy delivery governance, provide recommendations and initiatives for improving business systems and processes to reduce overall costs, including, but not limited to, business case analyses, cost-benefit analyses, and e-business solutions.

Business Development

  • Grow and diversify Historic England’s income (including through fundraising and partnership income, and through charged-for services) by leading the Partnerships and Development team. Support and lead the team to mature towards a target driven business development team who can monitor their Return on Investment (ROI), including:
    • Maintain a pipeline of projects for fundraising by the Historic England Foundation, led by projects identified by teams across Historic England and in accordance with our corporate priorities.
    • Validate business cases to ensure solutions are appropriate to the Return on Investment (ROI) and that all benefits are measurable.
    • Lead on the process of Spending Review submissions for business cases and supporting evidence.

 

Grants

  • Lead the HE approach to Grants administration, maintaining an understanding of government-wide grants approaches and agenda.
  • Manage the Grants team to provide a consistent approach to managing and reporting on Historic England’s grant programmes, including implementing the Grants Review.

Training, experience & qualifications

  • Senior management experience leading a substantial team
  • Experience of working at a strategic level
  • Able to develop strategy and translate strategy into clear implementable goals
  • Able to advise and lead on change management practice and process
  • Able to lead a multi-skilled team to achieve challenging targets
  • Experience of initiating and leading projects with a strategic framework, including experience analysing, managing and directing multiple projects with varying priorities, complexities and deadlines
  • Proven ability to successfully deliver tactical and strategic business solutions
  • Significant experience of stakeholder management at senior management and director level
  • Creation of staff personal development and career progression plans, identifying skill gaps and providing coaching and support
